Pakistan’s Financial Inclusion Index Reaches 59.5 as Digital Banking Expands
Pakistan’s Financial Inclusion Index increased to 59.5 in calendar year 2025, up from 58.1 in 2024, according to results released by the State Bank of Pakistan.
The 1.4-point improvement reflects progress in the use, accessibility and quality of formal financial services.
Greater Usage Leads the Improvement
The Usage component made the largest contribution to the index’s rise. Improvements in Access and Quality also supported the overall result.
This means the progress extended beyond making financial services available: increased use of those services was the main driver identified by the central bank.
SBP linked the improvement to digital initiatives implemented under the National Financial Inclusion Strategy 2024–28.
Raast and Digital Banks Support Growth
The central bank highlighted the expansion of Raast merchant onboarding and its payment ecosystem among the factors supporting financial inclusion.
The introduction of digital banks and campaigns encouraging account opening also contributed.
Consumer-focused initiatives and financial literacy efforts reinforced these developments, helping people understand and engage with formal financial services.
What the 59.5 Score Means
The figure is an index score, rather than a statement that 59.5% of Pakistanis hold bank accounts.
The Pakistan Financial Inclusion Index measures several dimensions of inclusion. Its framework goes beyond account ownership to consider access to and use of services such as payments, savings, credit and insurance, alongside service quality.
Distinguishing the index from an account-ownership percentage helps explain what the latest result actually shows.
Progress Across Financial Services
The latest reading points to continued improvement in Pakistan’s financial inclusion landscape during 2025.
However, the announcement does not provide a count of newly banked customers or separate scores for each component. The clearest finding is that stronger usage, supported by better access and quality, lifted the overall index.
