FBR Sets Online Auction Rules for Seized Goods
Pakistan’s Federal Board of Revenue (FBR) has introduced rules for disposing of seized and confiscated goods through an electronic auction system. The framework covers bidder registration, online bidding, payment and the release of goods.
Under the reported rules, people with a valid Computerised National Identity Card (CNIC) or National Identity Card for Overseas Pakistanis (NICOP) can register through an Inland Revenue e-auction module. Registration requires a one-time payment of at least Rs25,000.
How the online bidding process works
The system is expected to display auction lots with descriptions, quantities, photographs, locations, reserve prices, applicable taxes and duties, inspection arrangements and terms of sale.
Bidding will remain open for 72 hours after the first bid is received. The highest bid must generally meet the reserve price. Exceptions may require approval by the relevant Inland Revenue authorities.
Payment and release of auctioned goods
A successful bidder must pay the accepted bid amount, along with applicable taxes, duties, fees and charges, within seven days of notice of acceptance, according to the reported rules. Goods are to be released after payment is verified and an electronic release order is issued.
The framework also provides for digital records of transactions and deliveries. It allows authorities to suspend or cancel proceedings and take action against bidders in cases involving fraud or misrepresentation.
What bidders should check
Auction notices and lot details will matter: bidders should review the goods’ descriptions, location, inspection arrangements, reserve price and applicable charges before bidding. The new rules describe an electronic auction framework; the FBR’s public auction page continues to list auction notices for individual locations and dates.
The framework marks a shift toward managing seized-goods auctions online, from registration and bidding through payment and release. Prospective bidders should check the applicable notice and official portal for current procedures before registering or placing a bid.
